Public policy is commonly embodied in "constitutions, legislative acts, and judicial decisions. As an academic discipline, public policy is studied by professors and students at public policy schools of major universities throughout the country. In public policy making, numerous individuals, corporations, non-profit organizations and interest groups compete and collaborate to influence policymakers to act in a particular wa. .

Development studies is an interdisciplinary branch of social science. Development studies is offered as a specialized master's degree in a number of reputed universities across the world, and, less commonly, as an undergraduate degree.

The next part of the book looks at the stages of the policy process: (1) agenda setting (what are the issues that get on the table for serious discussion); (2) policy formulation (How do we determine the policy alternatives from which to choose?)
