This report continues the practice where the IAU Working Group on Cartographic Coordinates and Rotational Elements revises recommendations regarding those topics for the planets, satellites, minor planets, and comets approximately every 3 years. The Working Group has now become a functional working group of the IAU, and its membership is open to anyone interested in participating.

This conference aims at developing the French-Russian interaction at the mathematics/physics interface. However although the cooperation remains very active in pure mathematics it has been recently less active in physics. There is a long tradition in both countries in theoretical and mathematical physics, and many cooperations existed in the past, using in particular the Laboratory Poncelet. For this iteration of the conference, we chose its main focus and subtitle to be the Sachdev-Ye-Kitaev model and related topics.
